Department for work with foreign students

The department was created in accordance with the order of the rector №411-P dated November 23, 2007 on the basis of the information department for foreign students, and is a structural unit of the International Relations Department of the Kyrgyz-Russian Slavic University. Organizes work with foreign students at the university, provides consulting, organizational, and informational assistance in their adaptation to our country.

The main functions are:

Creating conditions aimed at expanding the integration of KRSU into the international educational space and increasing the academic mobility of KRSU students and teachers.
Resolving issues related to the organization of training for foreign citizens at the University in accordance with concluded agreements with foreign universities, organizations and individuals.
Providing consulting and organizational assistance to foreign citizens on admission to study at the University and for preparatory courses on studying Russian as a foreign language;
Creating conditions to raise awareness of the educational services provided by the university and attract new foreign students;
Providing assistance to foreign students for their adaptation at the university and Kyrgyzstan, creating and maintaining the activity of foreign student clubs, associations of foreign student graduates;
Formation of a unified data bank for foreign students;
Search for contractors in partner countries to attract applicants to KRSU. Concluding agreements with them;
Promoting the opening of foreign centers that popularize the university and select foreign citizens to study at KRSU;
Promoting the development of academic mobility of students and teachers, organizing the exchange of scientific, pedagogical, scientific personnel and students of KRSU, maintaining a data bank with information about opportunities for studying and organizing residence abroad.
Issuance of invitations and entry visas to foreign delegations and students invited by the university individually or within the framework of bilateral agreements.
Registration of study visas for foreign students upon application and using documents provided from the dean's offices of the relevant faculties.
Providing a package of documents to the Department of Consular Service of the Ministry of Foreign Affairs of the Kyrgyz Republic to provide visa support to foreign students.
When extending the validity of visas, foreign citizens undergo mandatory approval from the State Committee for National Security of the Kyrgyz Republic (SCNS); The DKS of the Ministry of Foreign Affairs of the Kyrgyz Republic, after a positive response from the State Committee for National Security of the Kyrgyz Republic, issues study visas to foreign students.
Registration online at the place of residence for foreign students and employees living in dormitories and hostels of the university.
Issuance of applications for registration coupons to foreign students and employees living outside university dormitories and hostels.
To conduct educational work with foreign students, representatives of the relevant faculties are appointed.
Consulting commissioners and interviews with foreign university students on the timely submission of a package of documents for obtaining a study visa and on the rules of stay in the Kyrgyz Republic.
Maintaining a database of preparatory course participants and foreign students.
Interaction with the Population Service Center, with the DKS of the Ministry of Foreign Affairs of the Kyrgyz Republic on planning, coordinating and improving joint actions of work with foreign students.
Interaction with Consular Services of Embassies accredited in Kyrgyzstan on issues of extending the validity of the passport of foreign students.

List of documents required for foreign citizens when entering training at KRSU:

Document on secondary (complete) general education - original and 2 copies;
For citizens of the Islamic Republic of Pakistan, it is mandatory to have an "HSC" certificate (higher secondary certificate - certificate of completion of grades 11-12);
Translation of passport certified by a notary or by a translation company with a certificate (if the passport is in a foreign language) – original;
Translation of the Document on Secondary Education, certified by the embassy of the country from which the foreign applicant arrived, by a notary or by a translation company with a certificate – original;
Certificate-confirmation of the Ministry of Education and Science of the Kyrgyz Republic (Tynystanova St. 257; 3rd floor; office 330) on the compliance of the provided document on education with the requirements of the Kyrgyz Republic (with the exception of certificates of secondary general education issued in Russia, Kazakhstan, Belarus and Tajikistan) - original and 2 copies;
Certificate of medical examination for HIV infection (AIDS Center; Bishkek, Logvinenko St., 8) – original;
Document confirming completion of preparatory Russian language courses (if the applicant attended such courses) - original and 1 copy;
A copy of the passport and the page on which the last visa is affixed – 2 copies;
Photo size 3x4 (8 pieces);
Application addressed to the rector of KRSU (filled out in person when submitting documents to the Department of International Relations of KRSU)

TEMPORARY REGISTRATION AT THE PLACE OF RESIDENCE:

Registration of foreign citizens and stateless persons is carried out no later than the last day allowing you to stay on the territory of the Kyrgyz Republic without registration. Extension of registration of foreign citizens and stateless persons is carried out not later than the last day before the expiry of the registration period. For violation of the deadlines for issuing a registration coupon, the Law of the Kyrgyz Republic provides for a fine, which is paid independently by a foreign citizen

«If you use a visa-free time on the territory of the Kyrgyz Republic for a total period of 60 (90) days, you can't enter or leave in order to reset the deadline, cause re-entry is possible only after 120 (180) days from the date of department from the country, if you do not register!!!»

To register, you should contact the Public Service Center together with the owner of the property in which the student lives and provide the following documents:

Passport of a foreign citizen
Homeowner's passport
Technical passport (documents for housing)
Certificate of training
Receipt for payment of state duty

If the owner of the property is impossible to attend – a copy of his passport, a copy of his registration certificate and notarized consent from the owner of the apartment in which the student lives.

All foreign citizens of countries with a visa regime living outside the University dormitory, after receiving a study visa, are requested to contact the Public Service Center within 3 days along with the owner of the property to acquire registration for the validity period of the visa, providing the following documents:

Passport of a foreign citizen
Valid visa
Homeowner's passport
Technical passport (documents for housing)
Receipt for payment of state duty

Online registration for all foreign students living outside the university curriculum (clause 1 and clause 2)

To do this, the owner of the resident premises must go to the website https://ereg.e-gov.kg/

Go through the authorization procedure in “Personal Account” by entering these identification documents, as well as documents confirming ownership of resident or other premises;
In section “Register a foreign citizen”, provide the necessary information about who he is registering;
Use a webcam to take a photo of a foreign citizen. If the foreign citizen's Face ID matches the photo upon entry into the Kyrgyz Republic, it is possible to continue the online registration procedure. The processing of personal data must be consulted to and the electronic application confirmed;
After confirmation by an employee of the DRN within 24 hours of the electronic application, a payment code for the state fee for registration of foreign citizens is generated.

Instructions for obtaining a study visa

How to obtain a study visa for a foreign student/master's student/postgraduate student/resident of KRSU?

Upon arrival in the Kyrgyz Republic, a foreign citizen is obliged to notify the Department for Work with Foreign Students and, within 3 working days, register temporarily at his place of residence by contacting one of the Public Service Centers.

Primary visa (invitations)

To receive primary visa (invitations) the foreign citizen provides the following documents to the department for working with foreign students:

Electronic Service Note for obtaining a primary visa signed by the dean (via 1C)
A valid foreign passport (which expires no earlier than a year from the date of submission of documents)
Photo in jpg format on a white background
A copy of the last visa
Address of temporary place of residence in the Kyrgyz Republic.

A primary visa is issued for a period of no more than 3 months with the possibility of extension with a total period not exceeding 5 years, or the duration of a training course in a specific educational institution.

Visa extensions

For visa extension the following documents must be submitted:

a valid passport;
a valid visa with registration;
electronic visa extension memo signed by the dean (via 1C);
scan of the individual contract between the student and the KRSU;
photo in "JPG" format;
scan of a compulsory health insurance policy (CHI).

Documents must be submitted no later than 1 month before the end of the current visa!!!

In case of violation of the deadlines for submitting documents, a fine of 5,500 soms (or more, depending on the timing of the violation) is paid to the District Department of Internal Affairs (RUVD) independently by a foreign citizen.

From the moment the visa is issued, you must register at your place of residence within 3 working days!!!
