Applicants for the academic degree of Candidate and Doctor of Science

General provisions

  • Applicants for the academic degree of Candidate of Sciences can be persons with higher professional education.
  • Applicants for the academic degree of Doctor of Science can be persons who have the academic degree of Candidate of Sciences.
  • Those working on candidate dissertations are assigned to prepare a dissertation (for 3 years), subject to postgraduate studies in the relevant scientific specialties.
  • Those working on doctoral dissertations are assigned to prepare a dissertation for the degree of Doctor of Science if they have a doctoral degree. Attachment period — no more than 4 years.
  • Attachment is carried out once a year, from September 1 to September 16.

Attachment order

  • For attachment, an application is submitted to the rector with the following attachment:
    • copies of the diploma of higher professional education (for foreign diplomas — certificate of equivalence);
    • certificates of passing candidate exams (or certificates of the validity of a document issued by the Ministry of Education);
    • diploma of Candidate of Sciences for applicants for doctoral dissertations.
  • Identification and higher education documents are presented in person.
  • Based on the results of the interview, the conclusion of the department and the order of the rector, an attachment is drawn up and a scientific supervisor is appointed.
  • Scientific supervisors — usually doctors of science or professors.
  • Applicants submit to the graduate school department before December 10 of this year. an individual plan for the entire period of postgraduate training agreed with the supervisor and approved at a meeting of the department.
  • The individual plan (dissertation preparation plan) and the topic of the dissertation are approved by order of the rector based on the decision of the Academic Council of the university.
  • Applicants regularly report to department meetings and academic councils of faculties and are certified annually. Applicants who do not complete the individual curriculum or do not submit a report before October 15 of this year. are subject to expulsion to the graduate school department.

Examination requirement

  • Applicants for the academic degree of Candidate of Sciences take candidate exams in the history and philosophy of science, a foreign language, a special discipline and the state language.
  • Applicants who have passed candidate exams abroad are required to provide certificates confirming their legal force.

Payment

  • Compensation of scientific supervisors and consultants — 25 hours per year per applicant.

Preparation for the defense of a dissertation

Documents for protection

  • Ph.D.s: thesis in the form of a manuscript or published monograph containing new scientific results and personal contributions.
  • Doctors of Science: dissertation in the form of a manuscript, monograph or scientific report. The dissertation must be completed independently and contain new results confirmed by publications in leading journals (list of the Higher Attestation Commission of the Russian Federation and the Higher Attestation Commission of the Kyrgyz Republic).

Content requirements

  • Novelty, personal contribution, reasoned decisions.
  • The results should have practical or theoretical significance.
  • The new solutions proposed by the author must be strictly argued and critically assessed in comparison with other known solutions.
  • A dissertation of applied significance should provide information on the practical use of the scientific results obtained by the author, and a dissertation of theoretical significance should provide recommendations for the use of scientific conclusions.
  • The dissertation preparation must meet the established requirements.

Publications of results

  • The main scientific results of a doctoral dissertation should be published in leading peer-reviewed scientific journals and publications. The results of a PhD thesis must be published in at least one leading peer-reviewed journal or publication. The list of these journals and publications is determined by the Higher Attestation Commission of the Russian Federation/Higher Attestation Commission of the Kyrgyz Republic.

Additional requirements

  • Candidates of science who do not correspond to the field of the dissertation must pass an additional candidate's exam.
  • Persons with higher medical education are allowed to defend dissertations in medical sciences.
  • in legal sciences — persons with a higher legal education, confirmed by a specialist or master's degree.

Doctoral studies

General provisions

  • Persons with the academic degree of Candidate of Sciences are accepted into doctoral studies.
  • Doctoral studies are full-time.
  • Duration of doctoral students — at least 4 years.

The procedure for admission

  • The application for admission is submitted to the rector from September 1 to September 16.
  • The application must include:
    • a copy of the diploma awarding the academic degree of Candidate of Sciences;
    • a copy of the passport;
    • personal personnel record sheet;
    • dissertation research plan;
    • list of published works, inventions and patents;
    • letter of agreement from the scientific advisor with the intended topic and area of research (if available).

Procedure and requirements

  • Personal presentation of identification documents and a PhD degree.
  • Those enrolled in doctoral studies are exempt from their position in accordance with labor legislation.
  • The scholarship is paid from the date of enrollment, but not earlier than the date of dismissal from the previous place of work.
  • Labor, social guarantees and benefits are regulated by the legislation of the Russian Federation and the Kyrgyz Republic.

Responsibilities and control

  • The doctoral student is obliged to complete the work plan for the dissertation and submit it to the department for a conclusion.
  • A scientific consultant — usually a doctor of science or professor is appointed, and if necessary, leading scientists from third-party organizations are involved.
  • They undergo certification annually, based on the results of which a decision is made on further training.
  • A doctoral student who does not fulfill the work plan for a dissertation is expelled from doctoral studies by order of the rector of the university.
  • In case of expulsion, the possibility of reinstatement for the remaining period if there are vacancies.

Training outcomes and additional opportunities

  • After completion of the course, doctoral studies do not provide for transfer to positions of researchers.
  • Training is financed from the budget of the Kyrgyz Republic/Russian Federation within the established target figures.
  • Possibility of training beyond the target figures — under a contract with payment.
  • Doctoral students enrolled under the budget are provided with state scholarships and annual holidays (two months).
  • Doctoral students have the right to engage in additional scientific and teaching activities in their free time from studying.
  • Educational expenditure of scientific consultants — 50 hours per year per doctoral student.
