General information about the Institute

In order to implement the Action Plan for the implementation of the Strategy for Countering Extremism in the Russian Federation until 2025, approved by the Government of the Russian Federation on June 30, 2015 № 4721p-P44 and the Program of the Cabinet of Ministers of the Kyrgyz Republic on Countering Extremism and Terrorism for 2023-2027, approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic dated March 15, 2023 №141.

The Comprehensive Plan for Combating the Ideology of Terrorism in the Russian Federation for 2019-2023, approved by the President of the Russian Federation on December 28, 2018, defines the role of the Ministry of Education and Science of the Russian Federation in the prevention and counteraction of terrorism and extremism. The order of the Ministry of Education and Science of Russia dated April 25, 2019 № 247 «On organizing work in the Ministry of Science and Higher Education of the Russian Federation to ensure conditions for the formation of citizenship among young people, countering the ideology of terrorism and extremism» noted the goal of providing conditions for the formation of citizenship among young people, persistent rejection of extremist and terrorist ideas. To achieve this goal, the Russian Ministry of Education and Science has determined the need to create a network of centers for the prevention and counteraction of terrorism and extremism in universities.

The program of the Government of the Kyrgyz Republic to counter extremism and terrorism for 2017-2022 is the conceptual basis for the implementation of the Concept of National Security of the Kyrgyz Republic, approved by the Decree of the President of the Kyrgyz Republic dated June 9, 2012 № 120. One of the priorities of the Programme is to develop effective measures to limit the recruitment potential of extremist and terrorist groups, organizations and movements. The study of the causes and consequences of radicalization, along with an analysis of the basic conditions conducive to the growth of radical sentiments, makes it possible to formulate measures to counter extremism and prevent terrorism. The programme provides for a set of measures to ensure effective counteraction to the threats of extremism and terrorism, strict observance of human rights and freedoms, the rule of law and other constitutional principles of the Kyrgyz Republic. One of the ways to implement this Program is to work with youth.

In connection with what is stated in KRSU, a Center for the Prevention and Combating of Terrorism and Extremism was created.

The center was created in order to organize and coordinate the development of educational, methodological and scientific materials on current issues of countering the ideology of terrorism and extremism, as well as increasing the level of knowledge and competencies of students on the prevention and countering of terrorism and extremism.

In February 2024, the Center for Prevention and Counteraction to Terrorism and Extremism was transformed into the Institute for the Prevention of Destructiveness and Extremism among Youth (IPDEM KRSU).

The Institute for the Prevention of Destructiveness and Extremism among Youth was created as part of the implementation of the Program of the Government of the Kyrgyz Republic on countering extremism and terrorism for 2023-2027, approved by the Decree of the Government of the Kyrgyz Republic dated March 15, 2023 №141 and the Action Plan for the implementation of the Strategy for countering extremism in the Russian Federation until 2025, approved by the Government of the Russian Federation on June 30, 2015 № 4721p-P44.

Its main tasks are to

• assistance to the state in the formation of civic identity and patriotism among young people through the implementation of a set of educational, educational and information-analytical measures to prevent destructive behavior and extremism among young people.
• interaction with state and public structures operating in the education system of the Kyrgyz Republic and the Russian Federation to expand and strengthen cooperation in the field of preventing destructive behavior and youth extremism.
