Requirements for candidates, the right to nominate candidates, list and forms of candidate documents

Requirements for candidates for the position of rector of the Moscow Public Organization of the KRSU

A highly qualified scientific and pedagogical worker and an authoritative specialist who meets the qualification requirements for candidates for the position of head of an educational organization:

  • higher education (specialty or master's degree); 
  • at least 5 years of work experience in leadership positions in educational organizations of higher education (additional vocational education organizations) or at least 10 years of total work experience in leadership positions and at least 5 years of experience in scientific or scientific-pedagogical activities; 
  • possession of an academic degree or academic title.

The position of rector of the University cannot be filled by a person over 70 years of age and persons who are not allowed to engage in teaching activities on the grounds established by law.

They have the right to nominate candidates for the position of rector of the MOO VO KRSU

The right to nominate a candidate for the position of rector of the university belongs to:

  • Academic Council of the University;
  • Academic councils of faculties, institutes (as faculties), scientific departments of the university;
  • meetings of labor collectives of structural divisions of the university, student collectives;
  • self-nomination.

When nominating candidates for the position of rector of the University, the decision on nomination is made based on candidates who, based on the voting results, receive 50% plus one vote from the number of those present at the meeting (meeting) with a quorum of at least 2/3 of the announced composition.
The decision to nominate a candidate is formalized in a protocol. One candidate can be nominated from one structural unit.

List of documents required to register as a candidate

  • application from the candidate for consideration of documents and certification;
  • application by the candidate for consent to verify the information provided and process his personal data;
  • candidate details;
  • candidate's proposals for implementing the educational organization's development program + abstracts;
  • a certificate of the presence (absence) of a criminal record and (or) the fact of criminal prosecution or the termination of criminal prosecution on rehabilitative grounds;
  • consent of the relevant commission on compliance with requirements for official conduct of state or municipal employees and resolution of conflicts of interest (if the candidate is or has been a state employee for the last 2 years);
  • certified copies of documents on the relevant level of education and (or) qualifications, academic degree, academic title, as well as advanced training
  • a certified copy of the work record book;
  • certificates confirming managerial and scientific-pedagogical experience;
  • information about the income, property and property-related obligations of the candidate, as well as information about the income, property and property-related obligations of his spouse and minor children for the previous year;
  • additional documents at the discretion of the candidate.
