The EDB, the PPP Center and KRSU signed a cooperation agreement
The Eurasian Development Bank (EDB), in partnership with the Center for Public-Private Partnerships under the National Investment Agency under the President of the Kyrgyz Republic and the Kyrgyz-Russian Slavic University (KRSU), has begun implementing a project to develop the institutional PPP environment in the Kyrgyz Republic. The project is being implemented with financial support from the EDB Technical Assistance Fund.
As part of the event, the parties signed a cooperation agreement. On behalf of KRSU, the document was signed by the acting rector Sergei Volkov.
The project aims to build public sector capacity in PPPs and reduce the shortage of qualified professionals, which is especially important in the context of the growing pipeline of PPP projects in Kyrgyzstan.
The PPP Centre shall launch a PPP Training Programme which shall include
– «PPP Basic rate»;
– «PPP Advanced Course»;
– «Private PPP Initiative School».
About 200 representatives of authorized state and local authorities, as well as private (investment) companies, are expected to participate.
KRSU plans to introduce an academic discipline «Public-Private Partnership» that meets international standards and is based on practical experience in financing PPP projects. An EDB PPP Scholarship Program is also provided to support KRSU students interested in research and expansion of PPP practices in Kyrgyzstan.
Additionally, a «Country Review of PPP Development in the Kyrgyz Republic» will be prepared.
The implementation of the project will ensure the development of the institutional environment and the training of specialists, which is critical for the effective implementation of projects in the field of public-private partnerships.
The project in Kyrgyzstan represents a scaling-up of the successful EDB experience in the Republic of Armenia, where a similar initiative is being implemented in partnership with the Russian-Armenian Slavic University.
