The GC Committee approved the ratification of the agreement on the construction of the KRSU campus

At a meeting on March 16, the Jogorku Kenesh Committee on International Affairs, Defense, Security and Migration considered the bill «On the ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Russian Federation on the conditions for the construction in the Kyrgyz Republic of the campus of the Kyrgyz-Russian Slavic University named after the first President of the Russian Federation B.N. Yeltsin». The document was signed on November 26, 2025 in Bishkek.Information on the project was presented by the First Deputy Minister of Science, Higher Education and Innovation of the Kyrgyz Republic Gulnur Mamyrova.According to her, the agreement provides for the construction of a modern university campus KRSU in Kyrgyzstan with a design capacity of up to 15 thousand students. The project is aimed at developing educational infrastructure and creating conditions for training highly qualified specialists. Financing for the construction of campus facilities will be carried out from the federal budget of the Russian Federation.The project provides for the creation of a full-fledged university infrastructure, including educational buildings, dormitories, a medical cluster, canteens, as well as auxiliary buildings and engineering structures.During the discussion, deputy Gulya Kozhokulova supported the draft agreement, noting its scale and significance for the development of higher education. She also inquired about the obligations of the Kyrgyz side and the timing of the project.As Gulnur Mamyrova explained, the Kyrgyz side ensures the allocation of a land plot with an area of at least 30 hectares, as well as the preparation and installation of external engineering infrastructure. The project will be implemented in three stages: the first stage is planned for 2026–2027, the second —for 2027–2030, the third stage will begin in 2030 and end in 2032.Following the discussion, committee members approved the bill on ratification of the agreement in three readings.
