New campus KRSU: a bill on ratification of the agreement has been submitted to the Jogorku Kenesh

A draft law on the ratification of the agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Russian Federation on the conditions for the construction of a new campus of the Kyrgyz-Russian Slavic University named after the first President of the Russian Federation Boris Yeltsin has been submitted to the Jogorku Kenesh of the Kyrgyz Republic. The document was signed on November 26, 2025 in Bishkek.The agreement provides for the implementation of a large-scale infrastructure project aimed at developing the educational and scientific base of the university. The new KRSU campus will significantly expand the capabilities of the university and create a modern academic environment designed to educate up to 15 thousand students.The project involves the construction of educational buildings, dormitories, as well as social and engineering infrastructure facilities. The creation of the campus will be an important stage in the modernization of the university space and will provide modern conditions for educational, scientific and student activities.In accordance with the agreement, the Russian side provides financing and implementation of construction work, including the design of facilities, construction, supply of equipment and commissioning of infrastructure.The Kyrgyz side assumes the obligations necessary for the implementation of the project. In particular, it is envisaged to allocate a plot of land for the construction of a campus, ensure the installation of external engineering infrastructure, assist in obtaining the necessary permits and approvals, as well as interaction with state and local authorities. In addition, assistance is provided in organizing construction work and connecting utility networks, as well as customs clearance of equipment and materials necessary for the implementation of the project.The agreement also enshrines the Kyrgyz Republic's commitment to provide a land plot of at least 30 hectares for the construction of a campus. The appendix to the document clarifies that a plot of 27.82 hectares has already been provided for the implementation of the project, located in the Baytik ayyl aimag of the Alamedinsky district of the Chui region. Additionally, a plot of 2.15 hectares was allocated for the construction of the campus, transferred from the category of agricultural land to the land of populated areas.To coordinate the implementation of the project, the parties will create a bilateral commission that will monitor the progress of construction, consider emerging issues and ensure compliance with the provisions of the agreement.Once completed, all facilities on the new campus will be transferred to the ownership of the Kyrgyz-Russian Slavic University.After ratification of the law, the Ministry of Foreign Affairs of the Kyrgyz Republic will notify the Russian side of the implementation of internal state procedures necessary for the agreement to enter into force.
