First meeting of the KRSU Governing Council: key decisions and development prospects
On April 2, 2025, the first meeting of the Governing Council of the Interstate Educational Organization of Higher Education — Kyrgyz-Russian Slavic University named after the first President of the Russian Federation B. N. Yeltsin was held in the building of the Administration of the President of the Kyrgyz Republic.
In accordance with the Regulations on the Governing Council of KRSU, it consisted of 12 members — six representatives each from Russia and Kyrgyzstan. During the meeting, the Chairman of the Council — Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky was unanimously elected.
The Council adopted a number of key documents defining the further development of the university:
• Report on the work of the acting rector of KRSU Sergei Volkov. for the period from October 14, 2024 to April 2, 2025;
• University development plan until 2030;
• The university's annual budget for 2025;
• Procurement procedures for goods, works and services;
• The procedure for classifying university movable property as especially valuable;
• Regulations on the organization and implementation of internal control;
• Criteria for the size of transactions made by the university.
In addition, the composition of the KRSU Board of Trustees has been agreed upon.
As part of the meeting of the co-chairs of the intergovernmental Russian-Kyrgyz commission on trade, economic, scientific, technical and humanitarian cooperation, Chairman of the Cabinet of Ministers of the Kyrgyz Republic Adylbek Kasymaliev supported the initiative to allocate a land plot in the village of Kashka-Suu (more than 30 hectares) for the construction of a new campus KRSU. He also proposed to provide for the costs of designing and constructing utility networks with their connection to the boundaries of the site when forming the budget of Kyrgyzstan.
The implementation of the new campus project will take KRSU to a new level, providing students and teachers with modern educational and scientific resources.
The next meeting of the KRSU Governing Council will take place in June-July 2025.
