President of Kyrgyzstan Sadyr Japarov signed a law ratifying the agreement between the governments of Kyrgyzstan and Russia on new conditions for the activities of the Kyrgyz-Russian Slavic University (KRSU).
The agreement provides for a number of changes in the organization and financing of KRSU, which is one of the largest and most prestigious universities in Central Asia.
Among the main innovations are:
• The rector of KRSU must be no older than 70 years old; he is approved in office for a period of up to 5 years in agreement with both parties. A mechanism for releasing the rector from office on the initiative of one of the parties or at his own request has also been determined.
• KRSU receives the right to use previously transferred real estate, as well as property acquired from extra-budgetary funds, which is placed at the independent disposal of the university. KRSU can also set the fees for tuition and accommodation in dormitories independently.
• Kyrgyzstan and Russia have the right to participate in financing repairs, as well as in the construction and acquisition of new buildings, structures and facilities for KRSU.
The Parties also undertake to ensure the quality of education and scientific activities in accordance with international standards.
The Agreement shall enter into force upon the exchange of notifications on the implementation of the domestic procedures necessary for its entry into force. This is expected to happen soon.
KRSU was founded in 1993 as a joint project between Kyrgyzstan and Russia. Currently, more than 10 thousand students from different countries are studying at the university, including Kazakhstan, Tajikistan, Uzbekistan, China and others.
KRSU offers educational programs in a variety of fields, including humanities, sciences, engineering, law and medical sciences. KRSU is also active in scientific and cultural activities, collaborating with leading universities and organizations around the world.
