The strategy for the development of higher education and science was discussed in Bishkek
On September 16, 2025, a coordination meeting of higher educational institutions was held, dedicated to the development of higher education and science. Representatives of the country's leading universities, government agencies and experts in the field of education took part in the event. Among the participants was the rector of the Kyrgyz-Russian Slavic University Sergei Volkov.
The Ministry of Education and Science presented a draft Strategy for the Development of Higher Education, which reflects the key directions for modernizing the system.
Among them:
• improving the quality of education and updating curricula
• internationalisation and expansion of academic mobility, the
• digitalization and innovation,
• strengthening the human resources capacity of universities,
• integrating science with production and the labour market, the
• developing inclusion and equal opportunities,
• improving the financial sustainability and autonomy of universities,
• strengthening scientific activities and innovative projects
• «third mission» universities — as centres of social development.
Among the targets are — an increase in the number of foreign students, expansion of educational programs and the entry of Kyrgyz universities into the prestigious international rankings QS Asia, THE, IAAR EUR.
The meeting was devoted to science issues as a separate block. Today, there are 69 scientific organizations operating in Kyrgyzstan, but the industry is faced with a chronic funding shortage, outdated material and technical base, personnel outflow and weak connections with the economy.
According to plans, by 2030, funding for science should reach 0.5% of GDP. Particular attention is expected to be paid to the training of scientific personnel, the digitalization and commercialization of research, as well as the expansion of international scientific cooperation.
Participants stressed that the implementation of the strategy would create a more competitive higher education system that meets international standards.
The meeting became an important stage in the formation of a unified approach to the development of higher education and science in Kyrgyzstan, defining priorities for the coming years.
