KRSU discussed the problems and prospects for the functioning of the Russian language in the CIS
October 12 in the conference hall of the main building of the Kyrgyz-Russian Slavic University named after. B. Yeltsin held a round table «Russian language in the CIS: problems and prospects» dedicated to the Year of the Russian language in the CIS and the 30th anniversary of KRSU.
The moderators were employees of KRSU – director of the IRA M. Tagaev and head. Department of Russian Language KRSU A. Gatina.
The organizers and partners were the Institute of Russian Language named after. A. Orusbaeva KRSU, State Institute of Russian Language named after. A. Pushkin, Institute of Russian Language of the Peoples' Friendship University of Russia named after. P. Lumumba, Department of Russian Language KRSU under the auspices of the Ministry of Education and Science of the Kyrgyz Republic, Ministry of Science and Higher Education of the Russian Federation.
Over 80 participants – scientists, representatives of educational and public organizations of Kyrgyzstan, Russia, Uzbekistan, Kazakhstan, Tajikistan, Armenia, Belarus and foreign countries took part in the round table in full-time and remote formats.
acting by KRSU Rector D. Fomin-Nilov addressed the participants with a welcoming speech: «As a historian, I know the problems of foreign countries well. In Norway, for example, two languages function successfully. Books are published there in two languages. It's worth it. We unfortunately keep arguing over which language is better – is growing pains. The role of philologists is important here. The more languages, the better. I wish you a productive dialogue. We can overcome problems without revolutionary upheavals!».
Rector of the State Institute of Russian Language named after. A. Pushkin N. Trukhanovskaya addressed the participants: «We have heated discussions ahead today. We think in the same direction and do a lot. I am authorized to present Doctor of Philology M. Tagaev with the title of Honorary Professor of the Institute of Russian Language named after. A. Pushkin. I wish you good communication».
Let us note that a little earlier, on the same day, a solemn ceremony was held to present awards to KRSU employees. High awards were awarded to employees of the IRYA KRSU, namely: M. Tagaev – Certificate of honor from the Ministry of Science and Higher Education of the Russian Federation, and O. Sumarokova was awarded a letter of gratitude from the Ministry of Science and Higher Education of the Russian Federation.
Director of IRYA RUDN University named after. P. Lumumba A. Dolzhikova noted: «Our mission – maintaining scientific contacts in the interests of future generations. Today, the main source of truthful information is the teacher. Young people are not able to determine what is true and what is not on the Internet; the role of the teacher is important here and bilateral contacts are needed. When we unite, there is a big effect. We welcome any forms and formats that support learning Russian. Recently, a new issue of the magazine «Russian Word in Kyrgyzstan» was published at RUDN University. KRSU is a special partner for us. The director of the IRYA, M. Tagaev, and I propose to announce the birthday of Ch. Aitmatov Russian Word Day».
The idea was continued by the representative of «Kyrgistest» B. Topoeva-Stavinskaya: «We are doing everything to ensure that the Russian language develops in Kyrgyzstan. We have developed a testing system for the Russian language as the main language. Launch of the test – in 2023, the Year of the Russian Language, every citizen must speak Russian – official – language».
Professor M. Tagaev said that IRA employees visited different regions of Kyrgyzstan and presented schools with an educational complex «We need Russian», published by IRA. According to the scientist, in Kyrgyzstan Russian cannot be considered a foreign language: «The word «foreign» itself pushes us outside the CIS, this is at a time when we are trying to unite. In the new educational complex, the material is built on a level principle, which provides the necessary knowledge about the Russian language system, the norms of its spelling, and the collections of presentations and dictations attached to the educational book contain educational materials and useful information about the friendship of the two peoples – Kyrgyz and Russian.
The round table participants considered issues about the situation of the Russian language in Central Asia, its status as an academic subject (non-native or foreign), the participants paid special attention to such projects as «Ambassadors of the Russian language» (Pushkin Institute of Russian Language) «Interrasha», (Pushkin Institute of Russian Language) volunteer movement «Ambassadors of Russian culture in Kyrgyzstan» (IRYA KRSU), etc dedicated to the development and dissemination of the language of Pushkin and Lermontov in Kyrgyzstan, we identified ways of scientific, educational and educational cooperation. The discussion of the reports took place with the participation of members of the board of OKPRYAL and invited – N. Eshenova, A. Kalmurzaeva, R. Urkumbaeva, U. Kadyrkulova, G. Soronkulov and other scientists.
As a result of the conference, a resolution was adopted: it is necessary to continue active efforts to preserve and promote the Russian language in the CIS countries, taking into account the conditions of its interaction with native languages and cultures, and noted the special role of bilingualism. The round table participants note the particular relevance of this event and instructed the organizing committee to regularly organize conferences and round tables dedicated to issues of the Russian language in the CIS.
