On July 1, 2025, new rules came into force in the Russian Federation: all SIM cards issued to foreign citizens before January 1, 2025 are subject to mandatory biometric re-registration. Otherwise, the numbers will be blocked.

To maintain your mobile connection, follow these steps:

1️⃣ Obtain SNILS — from the MFC, the territorial body of the Social Fund of Russia or with the support of your employer.

2️⃣ Register on the portal «State Services» and confirm your account — this can be done at the MFC or at a partner bank.

3️⃣ Submit biometric data (photo and voice) — to an authorized bank or partner migration center.

4️⃣ Contact the communication salon in person — to re-register your SIM card or receive a new one.

5️⃣ Activate the SIM card — through the operator’s biometric terminal or in your personal account on «State Services».

Arriving in St. Petersburg:

All stages — from obtaining SNILS to activating a SIM card — can be completed in one place by contacting the migration centers that are members of the Association for the Promotion of International Labor Migration. The centers operate on a one-stop-shop basis in cooperation with telecom operators and authorized banks.
