The Jogorku Kenesh ratified the agreement on the construction of the KRSU campus

At a meeting on March 18, the Jogorku Kenesh of the Kyrgyz Republic adopted in three readings a bill on the ratification of the agreement between the Cabinet of Ministers of Kyrgyzstan and the Government of the Russian Federation on the conditions for the construction of the campus of the Kyrgyz-Russian Slavic University.The bill was initiated by the Chairman of the Cabinet of Ministers. The report was presented by Deputy Minister of Science, Higher Education and Innovation Bekbolsun Borubashev, recalling that the agreement was signed on November 26, 2025 in Bishkek and provides for the construction of a campus in Kyrgyzstan.According to him, the project will be financed from the federal budget of the Russian Federation, while the Russian side will also determine the contractor. The Kyrgyz side, in turn, provides free of charge and indefinitely a land plot of 29.7 hectares in the village of Baytik, Chui region, and also provides the installation of engineering infrastructure.The project is planned to be implemented in three stages: in 2026–2028, 2028–2030 and 2030–2032. At the first two stages, funding of 15 billion rubles is provided. The campus will be designed to accommodate up to 15 thousand students and will include academic buildings, dormitories, lecture halls, sports complexes, a swimming pool, a medical cluster, as well as living quarters for teachers and a secondary school. Construction control will be carried out by the relevant departments of Kyrgyzstan and Russia.During the discussion, deputy Dastan Bekeshev asked whether conditions for persons with disabilities and parking spaces would be provided. KRSU representative Aibek Chotonov responded that the appropriate infrastructure will be fully provided.Commenting on the project, Dastan Bekeshev noted: «I really wanted to become a teacher... I would like there to be no artificial study programs. There are not enough engineers, doctors, and cybersecurity specialists».Head of the Department of Educational Programs of KRSU Anara Baimudinova, in turn, announced plans to open new study programs training, including nuclear physics and medicine, engineering technologies and urban studies.Deputy Talent Mamytov proposed considering the possibility of opening university branches in the southern regions of the country. Mahabat Mavlyanova took the initiative to provide up to 10% of budget places for students from socially vulnerable categories. Zhyldyz Sadyrbaeva raised the issue of Kyrgyzstan’s financial obligations, noting that providing land and establishing communications requires significant costs.Deputy Minister of Science, Higher Education and Innovation Gulnur Mamyrova added that the state is also implementing infrastructure projects in other universities in the country, including the construction of a new building of the Kyrgyz National University named after Zh. Balasagyn, facilities of the Kyrgyz State University of Culture and Art, the Kyrgyz Academy of Physical Culture and Sports, a clinic at Osh State University and the campus of Jalal-Abad University.As a result of the discussion, the bill was approved by parliament in three readings at once: 77 deputies voted for its adoption.The adoption of the document opens up the opportunity for the implementation of one of the largest infrastructure projects in the field of higher education, aimed at developing KRSU and training highly qualified specialists for Kyrgyzstan.
