Public service in the era of digitalization
On April 24, the Department of Theory and History of State and Law KRSU held an International Scientific and Practical Conference «The Evolution of the Development of Public Service in the Conditions of Global Digitalization» online.
Currently, questions about changing the role of the public service, the quality provision of public services in the context of the development of breakthrough technologies, the digital economy and innovation have become especially relevant.
The conference became the optimal platform for the exchange of experience and opinions between leading scientists, university teachers (including foreign ones), as well as civil servants of government bodies of the Kyrgyz Republic. Participants discussed the possibilities of «breakthrough» digital technologies (primarily «big data», the Internet, artificial intelligence, etc.), designed to transform public policy and rule-making, revenue administration, state property management, planning, monitoring and evaluation of government performance.
The head of the department for monitoring and control of legality of the State Personnel Service of the Kyrgyz Republic, Sadigul Alymkulova, spoke about the role of the personnel management service (HR) in the public service in the context of digitalization.
Associate Professor of the Department of Theory and History of State and Law KRSU Andrey Ten in his message highlighted the problem of professional competence of civil servants in the era of digitalization.
The head of the department of financial and administrative support of the State Personnel Service of the Kyrgyz Republic, Shirin Toktash, made a report on existing electronic services in the civil service.
Associate Professor of the Department of Theory and History of State and Law KRSU Gulnur Suranchieva touched upon the theoretical and legal aspects of e-government. Her colleague, associate professor Aliya Maralbaeva, in her message raised important pressing issues about the digitalization of justice in the Kyrgyz Republic.
The head of the department for examination of draft acts of the Ministry of Justice of the Kyrgyz Republic, Sayra Izakova, informed that the ministry has developed a Unified portal for public discussion of draft legal acts. The portal contains draft regulatory legal acts that do not contain state or other secrets protected by law. The portal and mobile application for public discussion will simplify the participation of citizens in government decision-making processes. Government bodies and the public will be able to work together and find acceptable solutions to certain issues during consultations.
Director of the Law Institute, Head of the Department of Theory and History of State and Law of Altai State University Anton Vasiliev in his speech highlighted modern trends in digitalization in Russia. The speaker also spoke about what skills a new type of digital official should have and what the future of public administration looks like, as well as what problems humanity may face in the age of digitalization.
Professor Emeritus at the University of Leipzig (Germany) Wilfried Bernhard spoke about the application of information and communication technologies in the civil service in Germany and how they help overcome the problems caused by the COVID-19 pandemic.
Following the conference, experts came to the conclusion that the transition to a new «electronic-digital» way of life is an irreversible process. Like any global process, digitalization raises many questions, the answers to which can be obtained as a result of continuous interaction between government bodies, the expert community and young people.
