Results of the meeting with the rector: a complex process of transformation and modernization awaits us

The meeting of KRSU Rector Denis Fomin-Nilov with deans of faculties, heads of departments and members of the academic council began with a minute of silence in memory of the victims of the terrorist attack in Moscow on March 22. The rector called on employees to be more vigilant and organize appropriate work in order to protect both students and teachers as much as possible.

The main issue of the meeting was the financial situation of the university. The rector spoke about the sources of funding for the university; KRSU has three of them in total: these are contract funds for students, as well as money allocated by the Kyrgyz and Russian sides.

The rector conveyed the latest information to the team:

«Last year, Russia provided one-time assistance to support and develop infrastructure. Most of these funds were allocated to incentive bonuses for teachers.

In 2024, this money was not provided. This means that we should have given up additional allowances. But they learned about this problem at the highest level, and the head of the Russian government, Mikhail Mishustin, ordered to find the necessary funds. At the same time, the condition – was outlined to modernize the university so that it becomes modern and meets all international standards, as well as to introduce a system of effective contract.

In addition, we have commitments to move to the University 4.0 education standard. A roadmap has already been adopted and approved. And our founders want KRSU to regain its position.

Whether we like it or not, a complex process of transformation and modernization awaits us all. Today we have switched to per capita financing. And we earn exactly as much money as we have students. A lot depends on the cost of training. The same wage fund directly depends on the cost of university education and on timely payment of contracts. Unfortunately, the cost of education is several times lower than at Russian universities, and as a result we cannot afford higher salaries, modern equipment and building repairs.

We can regain our positions if we maintain labor discipline, if we work together and hear each other. There is an opinion that I am closed to conversation, but this is not so. You have my number, messages on social networks are open.

The situation when we were forced to suspend the payment of additional allowances — this is a necessary measure. We have the results of audits in hand. Dozens of violations were identified. We have people who are not even registered for 1.5 rates. And now we must restore order in this area. Therefore, we suspended incentive bonuses in February. But already in March, most of them received their bonuses because there were no complaints about their work. Several hundred more people wrote explanatory letters why direct orders were not carried out. On the basis of these explanatory notes, less than 10% of employees will not receive a bonus. Because either they didn’t come to work at all, or they directly stated that we wouldn’t follow management’s orders and that we would generally say that we wanted and didn’t owe anyone anything. Fortunately, these are a minority. The rest will receive these bonuses today or tomorrow.

Our task is to make KRSU a leader. Those employees who want KRSU to stagnate and fall apart are definitely not on the same path with such employees. Those who want to work for good – we are nearby! In the near future, a governing council will be created, 6 people from the Kyrgyz side and 6 from the Russian side.

Following the meeting, Denis Fomin-Nilov called: "All issues must be resolved through dialogue. There is no need to immediately start writing petitions asking for help from external forces. We can resolve all issues ourselves. University — is not a division. KRSU — is an intelligent corporation."

Our common goal is the benefit of the university, its development and improvement, improving the quality of education, the reputation of KRSU among young people and industrial partners.
