The President of the Kyrgyz Republic made changes to the Decree on Educational Organizations – KRSU received a special status!
The President of the Kyrgyz Republic amended the Decree “On measures to increase the potential and competitiveness of educational organizations of higher professional education of the Kyrgyz Republic” dated July 18, 2022 № 243.
These changes were made in order to consolidate financial, material and intellectual resources, increase the potential and competitiveness of state educational organizations of higher professional education of the Kyrgyz Republic in the global market of educational services.
In accordance with the amendments, paragraph 1 of the Decree was supplemented with the following paragraph: “State educational institution of higher professional education (Kyrgyz-Russian Slavic University named after the first President of the Russian Federation B.N. Yeltsin)”.
The amended Decree comes into force ten days from the date of official publication.
Thus, KRSU becomes one of the few universities that have a special status. This change gives the Kyrgyz Republic the opportunity to improve the quality of education, strengthen its role in the country's socio-economic development, and increase the prestige and international competitiveness of Kyrgyz universities. It also contributes to strengthening cooperation between the Kyrgyz Republic and the Russian Federation in the field of education.
The leadership of Kyrgyzstan and Russia attaches special importance to the development of KRSU.
The Kyrgyz-Russian Slavic University is awaiting serious modernization, said Denis Fomin-Nilov, acting rector of KRSU. According to the rector, it is necessary to carry out an accelerated modernization of KRSU in order to meet modern labor market requirements. The special status means that the university can now manage its property itself, which will attract Russian funds for the development of the university’s infrastructure and renovation of buildings. «In addition, KRSU has the opportunity to generate funds not only through contracts, but also through scientific activities. This, in turn, will give a serious impetus to the development of the scientific sphere at the university», said rector Denis Fomin-Nilov.
In addition, the university gains independence in the field of personnel issues, and the university is exempt from all types of inspections for three years, with the exception of an annual independent external or internal audit in accordance with international auditing standards and legislation.
Let us recall that last week Fomin-Nilov held negotiations with representatives of the Russian Ministry of Science and Higher Education and secured support.
