Legal Forum in Bishkek: discussion of the future of constitutionalism in Kyrgyzstan
A legal forum was held in Bishkek on the topic «Constitutionalism in the Kyrgyz Republic: current state and development prospects». The event was organized by the Academy of Public Administration under the President of the Kyrgyz Republic in partnership with the Constitutional Court of the Kyrgyz Republic and the country's leading universities, including the Kyrgyz-Russian Slavic University.
The forum has become a professional platform for discussing key issues in the development of constitutionalism, improving legal education and enlightenment. The opening was attended by representatives of government bodies, the judicial system and the scientific community, including Vice-Rector of the Academy of Public Administration Adilya Abdieva, Chairman of the Constitutional Court Emil Oskonbaev, Deputy Chairman of the Committee on Constitutional Legislation of the Jogorku Kenesh Karim Handzheza, Akyikatchy of the Kyrgyz Republic Jamilya Dzhamanbaeva and Advisor to the Chairman of the Supreme Court Ruslan Myrzalimov.
The forum programme included three thematic sessions: on
1. «Constitutionalism in the rule-making process: problems and prospects» — with the participation of representatives of the Jogorku Kenesh Office, the Presidential Office, the Ministry of Justice and teachers of specialized educational institutions.
2. «Constitutionalism in law enforcement practice: problems and prospects» — with the participation of representatives of the Prosecutor General's Office, the Bar, the Ministry of Internal Affairs, the State Committee for National Security Academy and the scientific community.
3. «Constitutionalism in educational and awareness-raising activities: problems and prospects» — discussion of the teaching of the fundamentals of constitutional law and the integration of constitutional values into educational programs.
Among the main objectives of the forum were a discussion of current challenges in the field of ensuring the supremacy of the Constitution, an exchange of views between representatives of various branches of government, the judicial system and the academic community, as well as the development of common approaches to teaching and promoting constitutional values.
The organizers expressed gratitude to all participants for the constructive dialogue and expressed their intention to continue holding such expert platforms on a regular basis.
