Delegation KRSU at Tomsk Polytechnic University

It was together with the transport hub that the concept of the KRSU development program and the roadmap for its implementation were developed. Documents were protected by the Ministry of Education and Science of the Russian Federation. They confirmed that the university has significant potential to reach a new level of development and gave the go-ahead.

We have already reported that a center for training blue-collar professions has been created, a student theater and a television studio have been opened. A powerful Tesla K40 supercomputer was purchased, on the basis of which a large computing complex was created.

A 3D laboratory for oil and gas research has been opened. The medical center has been significantly modernized: new models, a new modern X-ray machine, and dental chairs have been received there. A design bureau has been organized that has developed a new technical device for working in mountain conditions: it is already being implemented at existing coal mines in Russia. A center for supporting technology and innovation has been created: undergraduate and graduate students patent their know-how and receive appropriate certificates.

The Tomsk meetings were very productive. Tomsk residents admitted that the Development Program is being implemented in accordance with the plan and were glad that KRSU was the first university in the Kyrgyz Republic to receive a Russian certificate of public accreditation of educational programs. Let us explain that we are talking about independent authoritative confirmation of the fact that training at our university is carried out according to high standards and the university has every right to recruit and train students.

At the same time, the management of TPU, as our initial partner in the Program for the Development of Slavic Universities, drew the attention of the Kyrgyz delegation to the opportunity to move even further in the modernization of the university. In particular, there was advice to optimize the structure of the university. Today, not all departments, centers and research institutes of KRSU work effectively. Many do not involve students in their activities, do not make a big contribution to university activities and, according to Tomsk residents, must rebuild in the shortest possible time.

The second important step should be the introduction here of a so-called «effective contract» for university workers. The point is that some part of the teacher’s work should be basic, mandatory, and everything he does beyond this should be financially encouraged. Here is how it works in the transport hub itself today: the teacher has «a base» – 1560 hours, of which 800 are educational and more than 700 – are allocated for science classes, as well as educational, methodological and social work. There are also mandatory 8 criteria for a teacher, 10 – for an associate professor, 12 – for a professor. If they are fulfilled, then at the end of the year the person receives a well-deserved bonus. Excess is resulted in incentive one-time allowances. There is, for example, such a criterion as publications in foreign scientific publications: if a university employee publishes something in excess of what is planned, he is encouraged. The supervisor can receive a bonus for a quickly and successfully defended graduate student.

According to the vice-rector for scientific work, Professor V.M. Lelevkin, KRSU plans to stimulate the best student work and student participation in international conferences – financial resources have already been included in the Development Program. So, last year about a hundred people visited abroad.
