How and why it is proposed to change analytics.
The first two days of the International Conference «Analytical Bridge of Greater Eurasia...» were devoted mainly to substantive analytics of problems in politics, economics, and the socio-humanitarian sphere. Third day – synthesis of the theory of general analytics and training. Although, no, not a synthesis, but a meeting at the conference site on the organization of analytical activities and summing up the use of a game form of understanding the topic of the conference.
Let's start with the main thing. The current level of organization of analytics fundamentally cannot, but is guaranteed to provide the state and society with an analytical product of the required quality. This conclusion was presented to the audience as a lecturer on September 21 by the executive secretary of the Coordination Council of the Eurasian Information and Analytical Consortium, Candidate of Historical Sciences Vitaly Volchkov, as part of a review report of advanced training courses for analysts, prepared by him together with Alexander Ivanov, a member of the Scientific and Methodological Council on the methodology of the Association «Analytics».
The rooted practice of using «exchange analytics» was cited as the reason for these shortcomings. In the proposed advanced training course, it is proposed to abandon it in favor of an analytics model that would fully reproduce the full technical cycle of analytical activity.
The course proposes, during a series of classes, to equip analysts with the technology of guaranteed production of a quality product based on collective forms of creative production. It has been demonstrated that such technology is available to equip analysts and analytical teams. And experts equipped with this technology, acting as a team, can organize such cooperative interaction that will allow for a significant increase in analytical potential and, on its basis, – a reliable and justified analytical product, and not a semi-finished product, as is the case when analysts use procedures for simple exchange of opinions.
Moreover, combining knowledge and skills in processing initial information, situational descriptions from the standpoint of value analytics; selection of conceptual analytics tools corresponding to it; revealing leading problems in it and correctly prioritizing them; deriving hypotheses about all theoretically possible scenarios for the development of events and, finally, designing for them proposals and recommendations that are significant for the formulation of strategic decisions, operational action plans or situational responses that correspond to both strategic and operational guidelines –all this together opens the way for consistent improvement of the actions of an analyst or analytical team at each stage in solving analytical problems and, in general, the entire technological process of obtaining a professional-quality analytical product.
In conclusion, it was shown that the entire completeness of the analytical cycle can be an algorithm for the actions of a single analyst in the preparation of an article or report, and a small team in the preparation and holding of round tables in the format of analytical sessions, and large teams – «intellectual thought factories», analytical communities or a corps of analysts in the preparation and conduct of large scientific and practical conferences or analytical forums when providing analytical support for large projects in the field of national or international development, or in the field of security.
For future meetings in face-to-face or virtual communication with representatives of the Association «Analytics» and its Intersectoral Center for Advanced Training of Analysts, consideration was left to what the internal structure of analytical interaction models might be, what the roles and functionality of the participants are, as well as other issues that will certainly be the subject of study in the proposed advanced training course for analysts.
