The university begins with a team: the rectors of Russia and Kyrgyzstan discussed new approaches to managing universities

As part of the III Russian-Kyrgyz Educational Forum, a special closed session was held «A new type of university team: how to turn an external request into a joint project». Rectors and representatives of 25 universities in Russia and Kyrgyzstan gathered at one table.<br/>

The moderator was Olga Nazaikinskaya, director of the Center for Educational Transformation at the Skolkovo School of Management. The center of the conversation is no longer only educational programs and scientific projects, but the people who are responsible for changes within universities: rectors, vice-rectors, heads of educational programs, institutes and project teams.<br/>

Opening the discussion, Rector of KRSU Sergei Volkov noted that today it is not enough for the university to only train students and engage in science. It is necessary to be able to hear the requests of the state, business and regions, assemble a team for a specific task and bring the work to a measurable result.<br/>

«I think you shouldn’t pretend that every university can handle everything on its own. Some have stronger work with teams, some have project-based training, and some have interaction with industry and regions. It makes much more sense to pool the experience of partners, assemble joint teams and launch projects. And it is advisable to do this not for show, but with a clear result», emphasized Sergei Volkov.<br/>

Olga Nazaikinskaya drew attention to the fact that large-scale changes at the university require separate work with the management team. According to her, training should be built not only as traditional advanced training, but also based on the specific development goals of the university itself.<br/>

«If a university is launching major changes, it is important for everyone to learn - not only management, but also employees. Today we are talking about new competencies of the university team, which are necessary for the implementation of large strategic tasks», noted Olga Nazaikinskaya.<br/>

Rector of St. Petersburg Polytechnic University Peter the Great Andrei Rudskoy called team coherence one of the main conditions for development. According to him, the rector, vice-rectors and heads of various study programs must understand the general strategy of the university and constantly improve their competencies.<br/>

«For a team to work well, it must always train. It is very important that there are players of the same field. We cannot do without mutual understanding and mutual support», said Andrey Rudskoy.<br/>

Rector of the Sholom Aleichem State University of Amur Natalya Bazhenova shared her experience in preparing the university team for specific development tasks. She emphasized that training must meet not only today's needs, but also the challenges that the university will face in a few years.<br/>
<br />
Rector of the Kyrgyz State Technical University named after I. Razzakova Mirlan Chynybaev spoke about the personnel needs of industry and the need to more closely connect the training of specialists with enterprises. Already today, companies are creating laboratories based on universities and starting to work with students during their studies.<br/>
<br />
Separately, the participants discussed the personnel reserve of universities and the development of young teachers and researchers. Deputy head of Rossotrudnichestvo Natalia Kiseleva proposed building clear long-term trajectories for them - from master's and postgraduate studies to scientific and managerial growth within the university.<br/>

«It is important that every young person who comes to work at the university understands this system of personnel policy: where he can grow along a scientific trajectory, where - along a management trajectory, what training he can undergo and what opportunities he will receive», noted Natalia Kiseleva.<br/>
<br />
Sergei Volkov also raised the issue of training our own personnel for universities and the return of young specialists after studying at leading universities. During the discussion, participants noted that not only obligations are important here, but also the conditions that the university can offer a person for professional, scientific and career development.<br/>
<br />
One of the practical proposals following the meeting was the development of joint schools for rectors, management teams and heads of educational programs in Russia and Kyrgyzstan. This format will allow universities of the two countries not only to exchange experiences, but also to jointly prepare teams for specific projects and development tasks.
