The famous scientist, professor of KRSU Askar Kakeev has passed away
The university administration reports with deep regret that on April 25, 2021, at the age of 86, Academician of the National Academy of Sciences of the Kyrgyz Republic, Doctor of Philosophy, Professor, Head of the Department of Philosophy of KRSU Askar Chukutaevich Kakeev passed away.
Academician A. Kakeev was an extraordinary person. It organically combined the talents of a scientist, teacher and statesman. Academician A. Kakeev was a recognized authority in the field of history of philosophy. The formation of philosophical thought in Kyrgyzstan, the history of philosophy in Kyrgyzstan in the second half of the 20th century – his numerous publications are devoted to these significant problems. Among them, two monographic works can be distinguished: «On new aspects of studying the history of social thought in the 20-30s» (1991), «Philosophical thought in Kyrgyzstan: searches and problems» (1995). It was A. Kakeev and his mentor –Academician A. Altmyshbaev who was entrusted with presenting a scientific study on the state of affairs in the field of philosophy in our republic in the section «Formation of a scientific and materialistic worldview and problems of philosophical research in the Soviet socialist republics», placed in the second book of the fifth volume of a 5-volume solid academic publication «History of Philosophy in the USSR» (Moscow: Science, 1988).
Askar Chukutaevich was distinguished by his ability to link academicism with the analysis of the challenges of fast-flowing life. Problems of an open society, the transformation of traditional society into a technogenic civilization – these are just some of the issues that are the subject of its understanding.
A. Kakeev attached particular importance to integration processes in the development of science. Thus, for a long time he collaborated with the head of the Department of History and Cultural Studies of KRSU, academician of the National Academy of Sciences of the Kyrgyz Republic V. Ploskikh. The result of their creative cooperation are publications devoted to understanding the problems of the history of Kyrgyz statehood, the exploits of Kyrgyzstanis during the Great Patriotic War, the uprising of 1916, etc.
Realizing the importance of science in the broadest context, A. Kakeev devoted time to its popularization. He is the author of a series of publications about our scientists and their activities. A special place in this series is occupied by articles about our fellow countrymen – outstanding world-famous Russian scientists – Academician of the Russian Academy of Sciences M.Ch. Zalikhanov, who became world famous for his work on hydrometeorology and geophysics; geologist, talented organizer of science, academician of the Russian Academy of Sciences and academician of the National Academy of Sciences of the Kyrgyz Republic, Chairman of the Board of Trustees of KRSU N. Laverov; Academician of the Russian Academy of Sciences A. Fridman – an outstanding astrophysicist who made a great contribution to the development of the theory of the Universe; Academician of the Russian Academy of Sciences Kh. Rakhmatullin – founder and head of the department of gas and wave dynamics at Moscow State University named after M. Lomonosov.
A. Kakeev’s teaching career began after he completed graduate school at the Institute of Philosophy and Law of the Academy of Sciences of the Kyrgyz SSR. In 1966-1968. A. Kakeev taught at the Department of Philosophy of the Institute of Philosophy and Law of the Academy of Sciences of the Kyrgyz SSR. In 1968-1984 – headed the department of philosophy and scientific communism of the Kyrgyz Agricultural Institute. Since 1993, he has conducted teaching work as a professor of philosophy at the Kyrgyz-Russian Slavic University. Even as the Minister of Education, Science and Culture of the Kyrgyz Republic (1993-1998), A. Kakeev continued his teaching activities.
Academician A. Kakeev, together with Professor V. Tutlis, is the author of a unique idea for the entire post-Soviet space to introduce into teaching practice at all faculties of the university, for students of all specialties, two parallel special courses – «History of Kyrgyz philosophical and socio-political thought» and «History of Russian philosophy».
From the 2005-2006 academic year, in the system of postgraduate education, the candidate exam in philosophy was replaced by an exam in the history and philosophy of science, mandatory for graduate students and applicants of all specialties. A. Kakeev successfully taught a new subject «Fundamentals of the Philosophy of Science». In 2012, he published a textbook «History of philosophical science in Kyrgyzstan», which highlights the development paths and analyzes the main directions of philosophical science in Kyrgyzstan, prospects for the development of philosophical research.
In 2018, A. Kakeev published an educational and methodological manual for undergraduates and graduate students «Game knowledge of the world» (Bishkek: KRSU Publishing House). Game cognition – one of the oldest forms of knowledge of the world has also been the subject of his scientific interest for many years. Thanks to the idea and initiative of A. Kakeev, the Department of Philosophy of KRSU organized and successfully held an international scientific and practical conference «Game as a sociocultural phenomenon of our time» within the framework of the III World Nomad Games (Bishkek, KRSU, June 15, 2018). On the eve of this international scientific and practical conference, the State Service of Intellectual Property and Innovation under the Government of the Kyrgyz Republic (Kyrgyzpatent) issued Academician A. Kakeev a Certificate №3301 on «Training stand on the Kyrgyz national game «Ordo». This training stand was registered in the State Register of Copyright Objects of the Kyrgyz Republic on April 26, 2018.
On February 25 of this year, the International Scientific and Practical Conference «The Nature of Scientific Knowledge» was held in the main building of KRSU, dedicated to the 85th anniversary of Askar Chukutaevich Kakeev. Famous scientists from Kyrgyzstan, Russia and Kazakhstan took part in the conference. Participants from Kyrgyzstan were represented by the country's leading universities and the National Academy of Sciences of the Kyrgyz Republic. Master's students and students of the Faculty of Humanities of KRSU took part in the special section of the conference.
A. Kakeev had extraordinary organizational abilities not only in the field of education and science, but also in the field of government activities, as demonstrated by his work in responsible positions. A. Kakeev devoted a lot of effort, knowledge and experience to work as deputy head of the department of science and educational institutions of the Central Committee of the Communist Party of Kyrgyzstan, director of the Institute of Philosophy and Law of the Academy of Sciences of the Kyrgyz SSR, chief of staff of the President, Secretary of State of the Kyrgyz Republic, adviser to the President of the Kyrgyz Republic, rector of the Kyrgyz National University named after Zhusup Balasagyn. Being in 1993-1998 Minister of Education, Science and Culture of the Kyrgyz Republic, A. Kakeev made a great contribution to the reform of these areas in accordance with modern requirements, initialed agreements on the creation of the Kyrgyz-Turkish University «Manas» and the Kyrgyz-Russian Slavic University.
In 2010, A. Kakeev was appointed head of the philosophical department and department of philosophy of science KRSU. Over the past years, the departments of the philosophical department have successfully moved to the level education system, and a license for educational activities in scientific specialties «Ontology and theory of knowledge», «History of philosophy» and «Social philosophy» of full-time and part-time forms of education for graduate students has been confirmed.
A. Kakeev was the chairman of the dissertation council on philosophical sciences at the Institute of Philosophy and Political and Legal Studies of the National Academy of Sciences of the Kyrgyz Republic and the Kyrgyz-Russian Slavic University, a member of the dissertation council on historical and political sciences at KRSU.
The merits of Askar Chukutaevich were awarded the Order «Badge of Honor», Order «Manas» III degree. Honored Scientist of the Kyrgyz Republic, laureate of the State Prize of the Kyrgyz Republic in the field of science and technology, laureate of the Academic Prize named after I. Akhunbaeva A. Kakeev was awarded the university medal «For services to KRSU», he was also awarded the title «Honored Professor of KRSU».
On the occasion of a difficult, irreparable loss, the administration and teaching staff of KRSU express deep condolences to the family and friends of Askar Kakeev. The bright memory of him will forever remain in our hearts.
