A meeting of the Academic Council: new tasks and strategic solutions was held at KRSU
On September 30, 2025, a meeting of the Academic Council chaired by Rector Sergei Volkov was held at the Kyrgyz-Russian Slavic University.
The meeting began with a minute of silence in memory of the outstanding scientists of the university — Academician of the National Academy of Sciences of the Kyrgyz Republic, Doctor of Historical Sciences, Professor Vladimir Mikhailovich Ploskikh and Doctor of Physical and Mathematical Sciences, Professor Gennady Aleksandrovich Desyatkov. Their scientific heritage and contribution to the formation of KRSU will forever remain part of the history of the university.
The agenda of the meeting included questions about the work of the 2025 admissions committee, the creation of research and production laboratories and centers for collective use, personnel policy and development strategy until 2030, as well as the development program for the social and humanitarian block of the university and the approval of the schedule for competitive elections of teachers for the 2025 – 2026 academic year.
Particular attention was paid to a comprehensive personnel transformation program developed jointly with experts from St. Petersburg Polytechnic University and the program «Priority 2030». The program includes modernization of the personnel management system, creation of an HR office and digital services based on 1C, large-scale advanced training of employees, formation of an internal personnel reserve, support for young specialists, as well as social guarantees — mortgage and car loan benefits, compensation for rental housing and vouchers to the recreation center «Zhashtyk».
Rector of KRSU Sergei Volkov emphasized that the university is relying on the development of human resources:
«Human capital — the main resource of the university. We invest in employees, create conditions for career growth and work comfort. This is the key to the sustainability of KRSU and its competitiveness in the international arena».
Vice-Rector for Scientific and Innovative Activities Evgeny Shekunov presented the results of the admissions campaign:
«In 2025, 2,420 applicants were enrolled in KRSU. Despite the overall decline in enrollment compared to last year, we continue to attract talented youth and work on the quality of educational programs».
Vice-Rector for Academic Affairs Alexey Kulikov noted that updating the personnel system is directly related to improving the quality of training:
«Modern educational programs require a flexible personnel policy and constant updating of teachers’ competencies. We are creating an ecosystem that will allow our teachers to develop and introduce new approaches to the educational process».
The program's goals by 2030 include retraining for at least 80 percent of staff, closing half of vacancies through internal staff, lowering the average age of teachers to 45 years, and increasing the proportion of young scientists and teachers to 40 percent.
During the meeting, awards were also presented to the Jogorku Kenesh of the Kyrgyz Republic to employees of the Department of Ecology and Protection in Emergency Situations for many years of work and contribution to the training of specialists.
It was decided to submit a number of issues, including proposals for improving the personnel program, for additional discussion and present a revised version at the next meeting.
