Candidate of Pedagogical Sciences, Associate Professor of the Department of International Journalism of KRSU Vitaly Pankov told how mechanisms for containing rental prices work.
At the end of September, the cost of rental housing in Bishkek jumped sharply. Many landlords have inflated prices, some have evicted their former residents. Deputies of the Jogorku Kenesh called for solving the problem, but the country’s legislation did not have suitable standards of influence.
In a conversation on Sputnik Kyrgyzstan radio, Vitaly Pankov explained how the civilized housing rental market works.
– In all countries where there is a civilized rental housing market, there is a certain grid of coefficients. Anyone wishing to rent out an apartment can rent it out only for a certain amount, and the apartment must have a fixed set of conditions. This is enshrined in law, and the person has no questions. He knows what kind of apartment he needs, what he will get in the end and for what money. In this case, there is no possibility of dumping. Agencies rent out housing only under fixed conditions and price coefficients. The owner receives his rent through the bank, practically without interfering in the process – pankov reported.
He emphasized that in the Kyrgyz Republic there is an urgent need to introduce legislative regulation of the rental housing market.
