Basic information about the Unified State Exam

Regulatory legal documents regulating the conduct of the Unified State Exam:

  1. Federal Law of December 29, 2012 №273-FZ «On education in the Russian Federation». 
  2. Decree of the Government of the Russian Federation dated August 31, 2013 №755 «On the federal information system for ensuring the state final certification of students who have mastered the basic educational programs of basic general and secondary general education, and the admission of citizens to educational organizations for obtaining secondary vocational and higher education and regional information systems for ensuring the state final certification of students who have mastered the basic educational programs of basic general and secondary general education».
  3. Order of the Ministry of Education of Russia and Rosobrnadzor dated 04.04.2023 № 233/552 «On approval of the Procedure for conducting state final certification for educational programs of secondary general education».

Unified State Exam (USE) — is a form of state final certification for educational programs of secondary general education (GIA).

When conducting the Unified State Exam, control measuring materials (CMMs) are used, which are sets of tasks of a standardized form, as well as special forms for preparing answers to tasks.

To conduct the Unified State Exam on the territory of the Russian Federation and abroad, a unified exam schedule is provided.

Registration of participants of the Unified State Exam 2026

Dear 11th grade graduates of the current year and graduates of previous years, at the point of the Unified State Exam (PPE), formed on the basis of the secondary school of the Kyrgyz-Russian Slavic University (SEC KRSU), applications began to be accepted on November 24, 2025 for participation in the Unified State Exam (USE) for admission to Russian universities.

In accordance with the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education of the Russian Federation and the Federal Service for Supervision in Education and Science dated 04.04.2023 № 233/552, applications for participation in the Unified State Exam in 2025 - 2026 academic year are submitted until February 1 of the current year.

To participate in the Unified State Exam, students must submit an application indicating the list of academic subjects required for admission to higher education educational programs - bachelor's and specialty programs in the current year.

When submitting an application, you must have with you the original and a copy of the student’s identification document. Applications for participation in examinations are submitted by persons in person upon presentation of identification documents, or by their parents (legal representatives) upon presentation of identification documents, or by authorized persons upon presentation of identification documents and a power of attorney drawn up in the manner prescribed by the civil legislation of the Russian Federation (clause 7, subparagraph 12 «Procedure for conducting state final certification for educational programs of secondary general education» approved by order of the Ministry of Education of the Russian Federation and the Federal Service for Supervision in Education and Science dated 04.04.2023 № 233/552

For citizens of the Russian Federation, it is necessary to provide information about the insurance number of an individual personal account (SNILS) (Resolution of the Government of the Russian Federation № 2085 of November 29, 2021).

For graduates of previous years, in addition to an identification document, it is necessary to have the original and a copy of the education document confirming receipt of secondary general education, CVT, secondary vocational education.

Information for USE participants and their parents/legal representatives

  1. In order to ensure security, ensure the procedure for conducting and prevent violations of the procedure for conducting the Unified State Exam, the examination point (PPE) is equipped with portable metal detectors; PPE and exam classrooms are equipped with video surveillance systems; By decision of the State Examination Commission (SEC), PPE are equipped with mobile signal suppression systems.
  2. On the day of the exam, the Unified State Exam participant must arrive at the PPE at least 45 minutes before it starts.
  3. Admission of Unified State Examination participants to the PPE is carried out if they have identification documents and if they are on the distribution lists in this PPE. Attention! A birth certificate is not an identification document. If the Unified State Exam participant does not have an identification document, warn the administration of the educational organization.
  4. On the day of the exam, a participant in the Unified State Exam in the PPE is prohibited from carrying communication means, electronic computer equipment, photos, audio and video equipment, reference materials, written notes and other means of storing and transmitting information.
  5. We recommend taking only necessary things with you to the exam. Unified State Exam participants are required to leave the necessary personal belongings in a specially designated place.
  6. Unified State Examination participants occupy jobs in the classroom in accordance with the distribution lists. No change of workplace is allowed.
  7. During the exam, Unified State Exam participants do not have the right to communicate with each other, move freely around the classroom and PPE; leave the classroom without the permission of the organizer.
  8. When leaving the classroom during the exam, the Unified State Exam participant must leave exam materials and drafts on the desktop. It is prohibited to remove examination materials from classrooms and PPE or photograph them.
  9. Unified State Exam participants who violate these requirements or otherwise violate the established procedure for conducting the Unified State Exam are removed from the exam. Based on this fact, the persons responsible for conducting the Unified State Exam in the PPE draw up an act, which is submitted to the chairman of the State Examination Committee for consideration. If the fact of violation by a Unified State Exam participant of the examination procedure is confirmed, the Chairman of the State Examination Committee makes a decision to cancel the results of the Unified State Exam participant in the relevant subject. A participant is not allowed to further take the exam in this subject this year.
  10. The examination work is done with gel, capillary or fountain pens with black ink.
  11. When performing work, a Unified State Exam participant can use drafts and make notes in the CMM. Attention! Drafts and CMMs are not checked and entries in them are not taken into account during processing!
  12. An Unified State Exam participant who, for health reasons or other objective reasons, cannot complete the examination paper, has the right to leave the classroom early. In this case, the organizers invite a member of the State Examination Committee, who draws up a report on the early completion of the exam for objective reasons.
  13.  An Unified State Exam participant who completed the examination work before the established exam completion time has the right to pass it to the organizers and leave the PPE without waiting for the exam completion.

Deadlines for announcing Unified State Exam results

The Unified State Exam results of each participant are entered into the federal information system; paper certificates of Unified State Exam results are not provided.
The validity period of the results is 4 years following the year in which these results were obtained.

Procedure for filing appeals

To ensure the right to objective assessment, Unified State Examination participants are given the right to file a written appeal:

  • on violation of the established procedure for conducting the Unified State Exam in a general education subject;
  • about disagreement with the assigned points.

Appeals are not accepted: on issues of the content and structure of CMM in general education subjects; on issues related to the violation by a Unified State Examination participant of the established requirements for completing examination work.

Appeals from those participants who take the Unified State Exam outside the territory of the Russian Federation are considered by the federal conflict commission.

When considering an appeal, a Unified State Exam participant and (or) his parents (legal representatives), as well as public observers, may be present.

Appeal for violation of the established procedure for conducting the Unified State Exam in a general education subject

An appeal for violation of the established procedure for conducting the Unified State Exam is filed by the participant without leaving the PPE.

Actions of the USE participant:

  • obtain from the organizer in the classroom form 2-PPE (2 copies), on which the appeal is drawn up;
  • file an appeal in 2 copies;
  • transfer both copies to the authorized representative of the State Examination Committee, who is obliged to accept and certify them with his signature, give one copy to the Unified State Exam participant, and transfer the other to the conflict commission;
  • obtain information about the time and place of consideration of the appeal by the conflict commission.

To verify the information contained in the appeal about a violation of the established procedure for conducting the Unified State Exam, an authorized representative of the State Examination Committee creates a commission and organizes an inspection. The commission may include the head of the PPE, organizers, public observers, medical workers and representatives of law enforcement agencies. The results of the inspection are formalized in the form of a commission conclusion. The appeal and the commission’s conclusion on the results of the inspection are transferred on the same day by an authorized representative of the State Energy Commission to the conflict commission. The conflict commission considers an appeal for violation of the established procedure for conducting the Unified State Exam for no more than 2 working days and makes one of the decisions: - rejection of the appeal; -satisfaction of the appeal. If the appeal is granted, the participant’s Unified State Exam result is canceled, and the participant is given the opportunity to take the Unified State Exam in this subject on another day provided for by the unified schedule.

Appeal for non-settlement with Unified State Examination results

The deadline for submission is within two working days after the official day of announcement of the results of the State Examination in the relevant academic subject.

Graduates of the current year can file an appeal about disagreement with the assigned points to the educational institution in which they were admitted in the prescribed manner to the state (final) certification, and other participants of the Unified State Exam — to the PPE (Secondary School of the KRSU).

Actions of the USE participant:

  • obtain the form (in duplicate) on which the appeal is drawn up at the place of registration for the Unified State Exam or from the executive secretary of the conflict commission;
  • file an appeal in 2 copies;
  • hand over both copies to the responsible person, who is obliged to accept and certify them with his signature, give one copy to the Unified State Exam participant, and transfer the other to the conflict commission;
  • obtain information about the time and place of the appeal;
  • come to the procedure for considering appeals to the conflict commission, having with you a passport and a pass with a stamp «Unified State Exam forms have been submitted» (or a PPE stamp).

When considering an appeal, instead of the Unified State Exam participant or with him, his parents (legal representatives) may be present, who must have passports with them. Legal representatives (guardians, adoptive parents, trustees, as well as persons exercising patronage of an adult capable person who, for health reasons, cannot exercise his rights) must also have with them other documents confirming their authority. At the request of the Unified State Exam participant, his appeal can be considered without his presence. The conflict commission considers an appeal about disagreement with the assigned points within 4 working days from the date of submission by the Unified State Exam participant.

The results of the appeal:

  • on the rejection of the appeal and the retention of the points awarded (no clerical errors or errors in the evaluation of the examination paper);
  • on satisfying the appeal and changing the scores (presence of technical errors and (or) errors in assessing the examination paper). 

! IMPORTANT: If the appeal is granted, the number of points previously awarded may change either upward or downward.
